The Chesapeake Police Department uses the Motorola ASTRO
digital radio system.
Only a digital capable scanner (APCO25) will decode the systems digital audio.
The RadioShack RS PRO-96 & PRO-2096 Digital Scanner will do nicely, as well as Uniden
models: BCD396D, BC296D, and BC796D.
Bad news / good news for scanner users.

The FCC has mandated rebanding of the 800MHZ public safety frequencies currently used by Chesapeake and other local communities.
The rebanding of Chesapeakes frequencies is scheduled to occur between June 27, 2006 and June 27, 2007. They will relocate from the 866-869MHZ band to the 851-854MHZ band.
The bad news is that your scanner will not be compatible with the new frequency allocations.
The good news is that most APCO-25 capable scanners can be reflashed (reprogrammed) to work with the new frequency assignments.
On the plus side, if you do not want to invest in the PC interface cable, the Pro-96 and Pro-2096 can also be made to work without reflashing, by manually re-setting its trunking tables. The directions for this procedure are already included in the user manual.
There are no manual workarounds for the Uniden scanners.
