For hundreds of years, people have strived for a government encompassing the entire globe. England was almost united, but now it suffers from the IRA. The Romans and Greeks held massive empires, 
but were destroyed by their own ineptness. In 1874, N.E.D. was created. It's original founders are unkown to all but it's highest members. N.E.D. has a few objectives it considers the most important.
One: Unite Earth as one government.
Two: Defend Earth at all costs.
Three: Discover new technology for the advancement of the human race.
The first objective has caused war. Both World Wars were the result of N.E.D. The agency hoped the allies would be able to gain territory and strenghten their hold on the world. In fact, the Gulf War was a result of N.E.D., trying to unite parts of the Middle East. Most wars since the 1900's have resulted from actions of N.E.D.
The second objective isn't easy, but it can be accomplished. In 1954, an alien craft crashed on Earth. It was taken to Area 51 where N.E.D. studied the craft and the corpses of the dead aliens. Although many beleive that the Star Wars project started by the Reagan administration was discontinued, but in all actuality, a complete system of laser and missle satelllites has been in orbit for the last 4 years!
The N.E.D. is expensive, but easily budgeted. N.E.D. runs most of the United Nations, plus has agents in the U.S., British, and Russain governments.
N.E.D.'s policy towards aliens is very similar to S.C.A.R.A.B.'s, if you are aggresive, you die. Most aliens are friendly and are sent through S.C.A.R.A.B. to receive training. Alein technology has helped build 10 solar stations throughout the Sol system. N.E.D. sees S.C.A.R.A.B. as a supreme threat. Though it acknowledges S.C.A.R.A.B. is necessary for the protection of Earth, N.E.D. will see to it that S.C.A.R.A.B. will burn in flames!
