Preheat oven to 350ºF. Grease and lightly flour a baking sheet.
In a large bowl, Combine flour, sugar, shortening, cloves, milk, cocoa, baking powder, baking soda and whiskey, mix well. Add nuts and mix well. Dough will be thick. Roll dough into balls the size of walnuts and place on prepared baking sheet. Bake for 20 minutes or until set. Remove to wire rack to cool.
Meanwhile in a sauce pan, mix together all the frosting ingredients, heat over low heat, stirring to blend well until smooth and melted. Dip top of cookies into frosting, set bake on wire racks to set. Store in air tight container
