Preheat oven to 375ºF. Grease a baking sheet.
In a large bowl, combine butter, sugar, egg, milk and vanilla with an electric mixer on medium speed until well blended.
Ina medium bowl combine flour, cinnamon, nutmeg, baking powder and salt. Mix into creamed mixture. Stir in raisins and nuts. Stir in oats. Drop by rounded tablespoonfuls of dough 2” apart on prepared baking sheet. Bake for 13 minutes. Cook 2 minutes on pan. Remove to wire rack to finish cooling.
