Instruction :  
Make loop on hook & join with sc to elastic  
band.  
Rnd 1 : Work 69sc around elastic band. 
            Sl st to 1st sc to join (70sc).  
Rnd 2 : Ch1, sc into same st,  Work (3ch, 
            sc into next st) around.  Ch1, hdc 
            into 1st sc to join. 
Rnd 3 : Ch1, sc into same loop.  Work (5ch,
            sc into next loop, 5ch, sc into same  
            loop) around.  Ch2, dc into 1st sc 
            to join.  
Rnd 4 : Ch1, sc into same loop.  
            Work (5ch, sc into next loop) around.  
            Sl st to 1st sc to join..  
            Fasten & break off yarn.  
            Weave in all loose ends.
