Instruction :  
Make loop on hook and join with sc to
elastic band.  
Rnd 1 : Work 59sc around elastic band. 
            Sl st to 1st sc to join (60sc).  
Rnd 2 : Ch1, sc into same st.  
            Work (3ch, sc into next st) around.   
            Ch1, hdc into 1st sc to join. 
Rnd 3 : Ch1, sc into same loop.  Work (3ch,  
            sc into next loop, 3ch, sc into same 
            loop) around.   Ch1, hdc into 1st sc 
            to join.  
Rnd 4 : Work as for Rnd 3.  
            Fasten & break off yarn.   
            Weave in all loose ends.
