The Tiger Cub Program is a BSA program for First Graders (or a boy that is 6 years old) paired with an adult partner, usually a parent.  It is based on shared leadership amongst the families and is built around program themes called Big Ideas.  "Search, Discover, Share" is the program motto.  Tiger Cubs are broken into dens that have a volunteer "coordinator."  This coordinator works in conjunction with the Tiger Cub Den Leader regarding matters between the den and the pack.
