65.1 Those in ancient (times) who act (in accord to) Tao,
do not (make things) clear to (his) people,
but rather to fool them.
65.2.1 People are being difficult to govern,
is because they know.
65.2.2 So governing the country with knowingness,
(is) robbery to the country.
65.2.3 Not governing the country with knowingness,
(is) virtue to the country.
65.3.1 Always know these two points (are) also models for examining (one's) governing.
65.3.2 Always know the models for examining (one's) governing,
is called the virtue (and gaining) of Hsuan.
65.3.3 The virtue (and gaining) of Hsuan is indeed deep and far-reaching!
It leads things to reverse,
and then reaches the (Age of) Great Accordance (with Tao).
