58.1.1 (When) his administration is dispirited and muffled,
his people are dull.
58.1.2 (When) his administration is scrutinizing,
his people are (found) shortcomings and (feeling) lacking.
58.2.1 Ah! Misfortune is what fortune leans on.
(And) fortune is where misfortune is hiding.
58.2.2 Whoever knows the extremities (of fortune and misfortune)?
(Can) he not (be) right?
58.2.3 The right reverts to the odd,
(and) good luck reverts to weirdness.
58.3.1 Man has been entrenched in losing their way by long time (practice already).
58.3.2 This is why the sage is upright but not exploiting and harming (his people).
Be cleanhanded but not stingy.
Be candid but not presumptuous.
58.3.3 (And) be shining but not dazzling.
