About myself

My name's Andrei Toulchinski. I was born in Leningrad (Russia) in 1970. In 1995 I have graduated from Leningrad Institute of Precision Mechanics and Optics with degree of Engineer Constructor-Technologist of Computers. My degree work was developing of Computer-Aided System for data processing of geophysical prospecting. Now I works in United Card Service (UCS) representative office in St-Petersburg (Russia) as Lead Computer Engineer and System Administrator.

I’ve been working at UCS since 1994. I started to work as an operator of Authorization Center, there I answered phone calls and performed the authorization by a computer and telex. I frequently had to search for telex numbers of different banks in special directory. I designed the “Auto Telex Authorization Console” to automate the process of authorization. It was based on IBM PC compatible hardware. This software performs querying the database by a credit card numbers and establishing the communication with the found bank. Another task was to process a big amount of transactions data and I designed several special utilities for that.

In 1996 Baltic Communications Ltd. (BCL) gave us a task to develop a Credit Card Server for GPT payphones. Taking into consideration a situation with Russian credit card market we created a unique technology that allowed a cardholder to make credit call with payphones – without freezing of 40 dollars as per VISA’s rules. We implemented this software during one month and I was the leading developer. According to our internal statistics the percentage of fraud became 5 times less than before.

Lately I’ve been performing a function of a consulting specialist in Schlumberger’s project of Credit Card Server for BCL. My main task was to explain to developers a special communication protocols for transaction and file exchange. I also was a consultant in translation of our technical documentation.

It’s interesting for me to design server’s parts of multi-tired applications and communications modules that work with different kinds of protocols.

I’ve taken part in Alpine Ski Team competitions of my Institute and up today I have been skiing on Alpine (Ski). And also, I like go cycling and skating. My hobby is photography. As for my free time I spend it with my family.
